Likely because they haven't received full LOI's from all bidders yet, but listed the two they have recieved.

It states in the document under "Conclusions and Recommendations" the scale of some of the companies involved who require a lot of technical, operational, and financial information before they submit their final LOI.

Non-Binding LOI's being recieved and Qualified bidders being noticed is still listed as ongoing

There are (5) qualified strategic bidders, I presume. However, only (2) of them have placed there bids and can now become public knowledge. However, what the bids are, are sealed to the public. Only $BIOAQ mgmt. can review them.

What I don't know is, when and how a possible bidding war can ensue.

No I don’t think that’s right - the two bidders listed are the only two that want to retain key employees. Maybe some other “big boy” bidders want to bring in their own employees and management team - just my opinion but that’s the reason why those two LOI are attached if you read the full report :)
