No. Usually just means more shares will be issued and dilute existing shareholders by some amount. It’s a necessary evil for companies without enough revenue to cover all expenses and investment needs. Very common for biotech companies in development phase.
I’m not sure why they didn’t include the offer price. I don’t think that’s common.
