Agree in some Way. But then why SM is complaining? everybody thinks FHFA is doing what tsy wants.
On the other hand, under SPSPA it is not even HERA that controls FHFA, but it is SPSPA that control fhfa conservatorship. fhfa needs tsy permission for everything.
