it was a typical maneuver like you said. NITE had about 1.3 million on ASK. just high enough not to be lowest. giving room for unwise weak hands to under sell them.
In the mean time sitting on the BID with a million hoping to steal shares that sell under them.
You're right that it happens all the time on the OTC.
