I think it requires a "functional" pilot plant, not one that is in storage on skids.
Rest assured that the company does indeed have things well in hand. I am sure they hired a bulldog engineer to make the pilot happen. A person who, in the end, will be remembered in history next to the likes of Mulholland, Roebling and Goethals.
