No, coins on a post are already "spent".
But, 70% of them went to your wallet if it's your post, so those in your wallet are available to be "spent" on another post.

If I have a post with coins, can I donate those coins to another individuals post?

Yes. 70% of coins awarded to your posts are credited to your wallet's balance. You can award others' posts with any amount up to the balance in your wallet.
