I believe it's a technical reversal based on the fact that they have now PR'd they have Govt billing for the new hospital and they have hired a competent and capable CFO...
The stock just got plain OVERSOLD and should trend up for awhile... Looking for at least PENNYLAND and probably multi-pennies!
