I would think that after the bids are in, the current PPS is irrelevant. Maybe I'm wrong, but up or down, the bids are on the table for acceptance, regardless of what the PPS is. Once bid acceptance details are released, the PPS will likely adjust accordingly. Not experienced at this stuff, so it's just my opinion.
