A trial will continue recruiting until they have the number of patients they believe they need. The recruiting process will sometimes continue even after patients have begun treatment, so the recruiting status may read "Recruiting" even after the trial has started. Usually you get a PR when the first patient has been dosed, which happened for both iMbark and iMerge Phase 2, if I'm not mistaken. So, it appears as if the first patient in the iMerge Phase 3 has not yet been dosed since there has been no PR.
