More likely that other applications in will drop (come through) before the WeHo. WeHo a unique process and challenge. Score and victories not about competency...about a handful responding to a specific vision and proposal....ie: an "art" competition.....ie: whose picture do you like better.....
Victory would be huge and this one specific (license and process)is more a "lotto ticket"....too many variables and things open to interpretation as opposed to traditionally easy things to present for scoring, etc....
