I’ll go one step further. I believe the hedgies start shorting stocks anywhere near the bubble of the Russell in order to facilitate their being dropped. Then they use algos to keep the market cap low enough to facilitate that. In ADXS’s case, the “decline” range that you mentioned would be consistent with a scenario, where they started shorting ahead of the rebalance date. That downward momentum has continued even after rebalance. Not just for ADXS but for the small bio sector in general.
