If being used for the benefit of uplisting, it is a positive event. Only if RS is being used as a last resort to keep the lights on and company is under distress, it will be shorted down.
Sames goes for funding rounds, raising capital to move forward the growth is good.
Both aspects are very positive for CYDY, IMHO.
