Remand in Perry case said to separate pre and post NWS holders of pref

1. Judgement on hold for 6 months or more in Perry case after remand

2. Judgement on hold for 4 months or more in Bhatti case - In this case judge is struggling to invalidate NWS without hurting anything else using temporary appointment clause.
