It dosnt need approval, all new Crypto miners pay one price, current ones pay the older cheeper price.

The newer more expensive tariff will be reviewed to favor companies with solutions beyond pure mining.

So i assume the current dome is on the cheaper tariff as it was in place before the announcement. The newer domes will like all others pay the higher price, although by the time they are online, the new tariffs should be in place
