(Most) brokers will not accept orders from retail in the 6 digits. But that doesn't mean they won't complete trades at that price, or that retail orders will not receive a price in the 6 digits. It does happen.

I was under the impression retail traders can't buy anything under .0001.

They can't enter limit orders below 0.0001. That doesn't mean they won't get filled there if they enter a market order. Most of the time, it's their market sells that get filled, but sometimes they get lucky.
