Not correct. The article never says "illegally appointed", which it probably would have it that were true. Please show me where it uses the phrase "illegally appointed" just in case I missed it.
Also, it is doubtful that an administrative action that is has moved along since last December will be "thown out" as you say. Nothing in the article about that happening with any proceedings or cases, especially when those with admissions by the company.
