But stating a general intent to commercialize the EU doesn’t mean that they actually started engaging in negotiations at that time. I have had a general intent to clean out my garage since 2013 ... Personally, I never assumed that they were actively seeking a partner for EU until I heard the June 2017 presentation with the specific options, and a more obvious statement of intent to partner.
