If they really wanted to do it, why they haven't done it?

Just a wild guess, the share price was too low. Just a few months ago, they would have needed a 1 for 10 RS. Now it's closer to a 1 for 2.
Plus they now have the gras approval, lower debt, sales jumping....hemp legal.
Only my guess.
