I think it just happens as part of the market with having to clear positions at the end of the day. More than once, even with penny stocks, I am given a better price that what I am bidding and I never have fully understood all the possible reasons why that can happen. Going back a couple of weeks for DPW looking at the Time and Sales data, I can see this pattern happened a few times with large sales at 16:00 but also I see days where it just peters out at close, so who knows.
