How long does it take to get a no comment review on a registration?

I will ask again, what does issuing shares and filing a registration have to do with each other.

Any company can issue shares, all day and every day provided they comply with their articles and by-laws.

I would not want to be Triton. Running up and down Prospect Ave. raising capital is a Red Flag. California Division of Corporations and the SEC as well as the UC Regents may be having a field day with these clowns.
