You are right-FDA blew it. Thinking of all those women who have not benefitted from this tech for the last ten years, and those who have suffered unnecessarily. The FDA knows the tech works, they approved it already for Spectrascience. This is something they should be bending over backwards to approve and not throwing up hurdles to frustrate.
