All regular retail brokers like Schwab, eTrade, TD etc allow buy limit and stop / sell limits on orders.

None allow short selling OTC equities.
None allow buy or sell equities on margin.

I.B. broker allows borrowing certain OTC stock shares to sell short (if they have it listed in inventory), but it is about $2.50 per share fee to borrow and you must use a cash account with minimum balance. not equitable.
