My guess, (and it is a complete guess). The Stop is a standard thing where the company dosnt have a good long standing track record (very common in Pinks)
The 10k is released, but the company is unable to trade / dilute based on the content of now fully disclosed information before everyone else at least has a chance to read it. Hence its in plave for a short period to give investors a chance to react.
