Yeah seems like it - 22 solicitations for a DIP facility. BIOA doesn't even have any traditional bank debt, so my gut tells me that these are all strategic entities (i.e., non-banks who are offering to provide the DIP in order to control the bankruptcy process and asset sale process). Whoever provides the DIP generally has more control.
