It can be, but was not on March 21st when they hiked. Look at the candle as well as the following candles on March 22 & 23

The FOMC both hiked, increased their forecast to 4 hikes instead of 3, and basically acknowledged money is no longer “cheap” which leaves equities having to stand on their own two legs with earnings and fundamentals. Hard to imagine the markets see this as positive but what do I know, been wrong on market reaction many times.
