If you have a "relationship" with E*Trade can you inquire if the DTC Chill is still lifted? (The trading desk can answer this question -- I think). I am curious why TD is changing policies so abruptly. It is possible that the Chill has been reinstated, but I can find no documentation of that on the DTCC site.
