In your scenario the bus driver seems to be running AMOK, while Leo has valid reasons why his silence is mandatory. Until we know otherwise, I believe his silence is for the good of the company and a necessary step in the execution of the business plan.
I don't believe in getting jacked up for reasons that are explainable and which are not endangering the company and in my view the current situation has no endangerment to the company whatsoever.
Guess it all boils down as to whether you believe in Leo or not. I believe in him and everything he currently is doing. It appears your faith in him is not nearly as much.
