I asked Leo why or how that private company received BTD in Late Feb when our OM data was released a couple days prior to theirs and I received no response. Which is fine, obviously he does not know their company but can you offer insight on how they got theirs so darn fast?

A deal should not be struck until they know if B-OM will be awarded BTD

Why wouldn't they be able to build that into a deal now as a potential "milestone" award?
