I saw a similar divergence between the OTCQX and the TSX on May 18th. At the very end of trading for the day, NIOBF went down significantly on the OTCQX while NB went up on the TSX. Monday the 21st they equalized after the first few minutes of trading.

Checkout the Bid ---Ask on the OTC, 0.3984-0.564. That's a rediculus spread of 16.5 cents! I have no problem with Dual Listing for NioCorp; TSX / NYSE/ NASDAQ. but the OTC needs to go, as quick as humanly possible...
I believe when the announcement comes down on the Project Funding, $4 will be achieved quickly! IMHO. that's the main qualifier for an easy Segway to one of the NY exchanges. Then the fuse gets lite on this rocket!!
