Naked shorts can sell at any time without borrowing, but their broker who permitted the naked short must cover in 13 days.

They cycle the shorts on a daily basis. But eventually the shorts take their profit by covering their position.

When a stock drops like $AXXA ... a major short squeeze can occur and push the price to crazy levels.
