No, as stated,

"The board approved the grant of stock options to PURCHASE shares of the Company’s common stock to the directors and officer listed below. "

Just means they can buy up to 3 million shares of Common Stock for that locked in price. Which you could have bought for the same price just a few days ago.

They know this is going big and are giving themselves a locked in "Fire Sale" on shares for a couple of years.
