There is absolutely nothing that prevents them from shorting until reg sho kicks in. Once they’re flagged for that they’re unable to short anymore.

They’ll exhaust every option possible in a situation like this. They’re continuing to short in an effort to buy some time. Before the reg sho kicks in.

Trying to keep the price low enough so no one will buy in and those with shares,.especially those underwater will get scared dump and run.

They can then cover and bank some profits

I find that quite peculiar also..... if they’re short, and they know they’re in trouble, why do they keep digging their own grave...that doesn’t make sense.
