Please search "SEC makes rule on 'naked' short-selling permanent" and you can see it as 5 days old. Lots of manipulation in OTC stocks by this Short selling and Naked Shorting. Naked shorting is illegal but MMs do it very often and killing the companies. At last SEC is working in favor of SHAREHOLDERS.
