Actually, there is a limit as to how many shares $HAON can buyback. In your post:

Circumstances in which $HAON will buyback shares:
-15 days before posting annual or quarterly financials
-1 hour at open
-1 hour before close
-3 days prior to a press release
-3 days post press release
-No more than 25% of average four week volume

Also, at this point - its not a question as to if HAON can buyback shares, it's HOW MANY shares that they can buyback with their profit margins. The profit margins on Q4 2017 fins were absolutely terrible, and it was of no surprise that they were only able to purchase $800 of stock.
