No, It was the Democrats and Clinton campaign you used AF and the shorts to set up the inquiry by the Feds of the activities of the Rep Gov. in Va. This was done to deliver the control of VA. govt to the democrats so that Hillary could win VA. and the 2016 race for president. The plan worked in Va. but not in the US. Rock Creek was just an unfortunate consequence of that plan.

Of course the totally inexperienced management of Rock Creek at raising funding was also a factor.
