The deal with FE needs to b scrutinized. Why was FE allowed to NOT PAY for shared issued to them?

They have not fulfilled the obligation to pay the debts that they agreed to take responsibility for.

But Kallo issued payment shares to FE. WHY?

I say Yes. It shows that he had guilty knowledge of what he was doing. He would be unable to claim he didn't know he was doing wrong.
