Nevada is where SIPC was founded BUT in order to do business in other states (such as CO and CA) they are required to file a "Foreign qualification" registration in each state outside Nevada. It basically consists of filling out some forms and paying a fee.

Sipp Industries clearly trying to cut corners. Which is illegal.
