Yes, it can. The stock can lose 100% of its value from here. Which is exactly what will happen if the SEC finally revokes this stock for their filing delinquencies, which could happen at any time.

And since FINRA will not process the corporate action requests as they are an SEC suspended stock, nothing positive will happen here.
