Like most of MMEX, the "road" makes no sense.

Project financing would come first, and the SPV would've commissioned any, and all activities, including haul roads, site work, etc.

MMEX has no project financing. Instead, it spent the proceeds of toxic loans, paid for off of retail investors backs, to fund a relatively inexpensive prop, to help sell shares.

Folks, debating the road is a little redundant if you ask me. How are you gonna get the stuff you need for a refinery to where you want a refinery if you don't build a road there. A fence is needed to secure the site. The road and fence are necessary elements of any construction site that I've seen. I have never seen a construction site that didn't have a road. Has anyone here ever seen a construction site that did not have a road. Its the first thing built. That's why Jack built it first. Makes sense.
