I have searched the USPTO database for the patent application using the following:

"POST-QUANTUM RESISTANT RATCHETING CRYPTOGRAPHIC PROTOCOL FOR EXCHANGING DATA SECURELY BETWEEN ELECTRONIC DEVICES"

"Lauri Vilhelm Tunnela"

And Patent Application Number: 15658390

The search didn't return any results.

I then searched for Lauri Vilhelm Tunnela and it certainly doesn't appear he has any experience in cryptography or quantum physics.
