As a delinquent filer, there is no effective registration for resale, and 144 cannot be relied upon as an exemption for a delinquent filer.

Curious, how they can remove the restrictive legend(s). Further, even if the restrictive legend was removed and the stock deposited at a financial institution, the financial institution is required to subject that particular stock to resale restrictions pursuant to the exemption or registration requirements.
