PSA: Pacer is a paid online service. Anyone local to the courthouse.....ANYONE! Can access that file for free. ABSOLUTELY free. And read until you fall asleep. With cell phones I have taken photos of docs.
They do have copiers there if you pull the file, but the cost is either .25 or .50 a page. What you cannot do is remove the docs from the building.
