I'm no expert, but I don't believe that people will ever be intentionally radiated to prove the product, but it's done well in animal trials. Should their be a radiation incident, it might be used in people, but otherwise the only testing that might be done with people would be for those undergoing radiation treatment to see if it can lessen the side effects, or permit higher dosing. I believe it certainly has potential in that way, but it would be very different than the damage done by exposure to excess radiation.

It's probably been a decade since I was involved in a company that developed an improved foot and mouth disease vaccine in conjunction with the Govt. Homeland Security purchased a substantial amount of the vaccine for the strategic reserve in the event of an outbreak in the U.S. Rights to commercialize it were sold to Merial who supplied most of the currently available vaccines. While the new vaccine was superior as tests could differentiate between it and animals vaccinated with the earlier vaccine, to the best of my knowledge they never made it available and the company went out of business. My point is that Govt. agencies can purchase promising technology for protection that aren't available to the general public and the DOD certainly has such capability and has been subsidizing the development of the drug, just as Homeland Security subsidized the development of the F&M vaccine. It may take awhile longer, but I believe that DOD will procure a substantial amount of the drug well before the full FDA approval occurs.
