All that means is they will have a static revenue base until it is legalized as once it is legalized the hassle and price of a card will not be worth it.
In order for a business to succeed it needs to be able to grow revenues, if the demand is not there originally it will not matter if that small base simply renews once a year.
The reason the affiliates are probably doing better is because they were already established medical clinics, meaning that people were already going their for their flu shots and other medical appointments. People are most likely only going to the other clinics for MJ cards and not being used as their regular doctors office, therein lies the problem.
If I needed a card and my general practitioner offered the service, why would I go somewhere else and not just to my regular doctor?
