This already the case with cannabis. Correct me if I'm wrong but it is my understanding that the only companies that will be able to sell product in provinces are the ones that establishes contracts within those provinces.

Actually you are quite wrong. One of the reasons for Tweed’s coast to coast presence is that they will be allowed to ship between themselves. By doing this, they’ll be able to sell BC Tweed in Tweed Smith Falls to Ontario residents.
