William Miller (aka "The Tool Guy") is a vendor at a low rent flea market near the trailer park where Luther OD'd. IMO Miller is another broke azz dupe.. a patsy.. a front man.. an embarrassment which is why he has yet to voluntarily show his fat face. The poor slob was friends with Luther who probably promised him a shot at the brass ring if he'd agree to be their puppet.
