If there is no hope, WHY not DELIST the CT's?

Why does the SEC allow a 'knowingly worthless'(your opinion), equity to be traded?
If YOU know they are 'worthless', the SEC would/should know that also. imo
By allowing them to trade, aren't they 'implying' NOT WORTHLESS?
Is the SEC aiding 'fraud'?
