Management appears unreliable and apparently will say any sort of anything but with no intention of following up or following thru. Because empty promises.
Its also stock manipulation. SEC requires the publication of all material events in a timely fashion. They are called 8Ks. In the end dilution shares enter the active market and are part of the O/S count which goes to share price. You can't hide dilution. Timing the release of information for supposed benefit to yourself or shareholders is not only futile, but against the law and that makes it a stupid thing to do.
