Here's a statement released by Bluebird:

The Hemp Farming Act will make hemp eligible for competitive grants and federal crop insurance, it will protect hemp extracts and derivatives (such as CBD), and it will remove all DEA jurisdiction over hemp and many other barriers the American hemp industry has come up against over the last few years.
