My guess is that the investors who excercise the series C warranty, have something to do with the so low pps! They accumulate a lots of shares, for example 200 millions, if they can get the pps back up to 0.50 dollar, they can Have 0.50*200 millions-~$7 millions=$93 millions dollars profit!!
